We reported this morning that, according to City Manager George Lahanas, the city was allowing residents to occupy St. Anne Lofts without a signed Certficiate of Occupancy (CO). This is the document required by municipalities before occupancy of a building may occur. Tim Dempsey, Director of Planning (not a member of the building department) gave verbal permission, according to Lahanas, to occupy the building, even though the inspector who needed to sign the form, Scott Weaver, had not yet signed it.

Because Lahanas indicated in our conversation this morning that the form would be signed by midday, I went to City Hall to ask for a copy of the temporary CO. The clerk in the building department told me I had to do a Freedom of Information Act request to see it. I made an appeal to city clerk Marie McKenna.

McKenna immediately obtained and provided a copy of the temporary CO. You can see the CO by going to this link.

The CO is signed by Weaver and dated August 23, 2012 -- yesterday. It therefore appears to have been backdated by Weaver. © 2013-2020 East Lansing Info
